Realistically you can't make a tier list for ninjas, each one has it's ups/downs and they're all too complicated. All I can recommend is to look at what other people are using, read up on the ninjas here and decide which ones you believe work best for your team. Ideally you'd want somebody who can cleanse effects, remove enemy buffs & buff attack damage. I'd also recommend just working on PVE and building up base, this is most likely what is holding you back in PVP fights.
